It can be a couple of things that cause "not charging" your best bet it to get the service manual and go through it I think the 3610 pcb is almost the same as the 5210 not sure though don't get them in this country so get the manual and try

Most common problem of Not Charging emidiatly after connecting charger is termal resistor failure. Check it first.

PS: I assume that you are using tested and not Chineeeesssss charger.
