Nokia E63 LOCAL & TEST MODE PROBLEM?????

Hi guys,

Is there anybody have the best solution for Nokia E63 having local mode and test mode problem??
The phone is brand new and its working fine, but it does not set to local mode.
Even I flash the phone and upgrade version doesnt solve the problem.
Flashing ok, but it doesn't set to factory default

PLease share.
