I think you can use it as osciloscope till 50-100 Mhz but for Spectrum Analizer you need higher freqvency ~ 2 Gb.

for profesional users it is best to use dedicated HW, not PC extension, of course price is higher.
I think this PC extensions card are relative new HW...

U need 100 mhz oscillloscope, frequency counter 2.4 G, active probe , test jig , frequency generator ,power supply,and multimeter ...

Not me. Most cheap PC scopes have a low sample rate and cannot be used for e.g. 26MHz oscillator
