It is an OTP (one time programing) , U can write over a blank one
to rebuild a new IMEI , then it is only for reading access.

I think it is "like OTP". That means it has some instructions that permit writing, but noone knows them, so we have to change UEM.

Old eprom's was eraesd by ultra-vilot and needs a higher voltage
to reprogramed.
After Cmos technology , static memorys , and the integration of
huge No's of circuits into 1.8 and 1.3 microns , Chips like UEM's
appears , and it becomes very easy to design a chip only for one
manifacturer *******r , and keeps the seicret of " know how " in
between them.
It could be a protected memory zone , protected writng enabeling
control heiden , returning to the classiccal method of programing
like ROM memorys.
Actually it is still a great seicret and we are the only complaining.
