please guide me (step by step please) to use this clip! Can I unlock 3688, 3690 with it and how? I treid but phone will be unlocked just when it stays connected to this clip and it will accespt any sim. when I disconnect it will ask for "Special Code" as usual. is there any way??

Looks like an old EMMI clip. Its not the same as mine so this method might not work.
Hold down button on front and switch clip on with side button. Connect switched off phone to clip, switch phone on, lights should flash on clip (if it has any), wait 10 seconds, switch phone off.

Hope this helps, like I said mine is different design to yours so the procedure might be different.

I do always what you wrote and I get unlocked phone but when I disconnect it goes locke again. may be other tips or tricks?

I have bought this clip about 6 monthes ago but I havent unlocked any phone with it. May be some one can help me? please take a look on the photo above.

try check mobile phone interface before connecting with smart chips.
hardware appliaction , you can applied are as follow:-

1. heat charging area and allow to cool before any application is followed.
2. clean between ends of interface before any application.
3. sometimes , you can change charging unit .so, faults..
