Motorola v70 is tri-band phone! I just read the manual for Motorola v70 and in Troubleshooting
I find this note:

Question: Is the phone set to the proper
frequency for your geographical region?

Answer: Phones in different regions of the world use different frequencies to establish a network connection. If necessary, use the Network feature (see page 84) to reset your phone’s frequency to 900/1800 MHz when you travel to a
new location.

there are certain carrier specific phones like the ones that come from tmobile that dont have access to change the bands thats why you need to flex these phones with generic flex files...

there are tow types of moto v70:
1- 850/1900 mhz for US and CANADA
2- 900/1800 mhz for EUROPE

north american v70 does not have 850mhz capapbilities

only 1900mhz... its a single band phone

No, the phones are different. The North American version is a single band 1900 Mhz phone and it is limited by hardware NOT software. You can flash & flex it with any European or Asian Flash or Flex files but you will NOT get it to work on 900/1800 MHz. Just like the North American T720 which is a 850/1900 Mhz phone unlike the European 900/1800 Mhz and no amount of flashing or flexing can change that.

That's not true!
I did it myself.
My phone Motorola v70 (locked T-Mobile 1900) works fine in europe 1800 now

There is NO difference in hardware !

That's very strange! Yes I have the file. But most phones that are 1900 MHz single band can be flexed with this file and MSS will read the band as 900/1800 MHz but the phone will not find network. Are you sure that its not a V70 by T-Mobile in Europe. I have this problem with over several phones C333s and T720 from USA, they do not find network In Europe even if flexed with this band activation file or a European Core Flex file. V70 might be different but c333 and T720 definitely dont work.

I've bought my phone in US.
Motorola T720 and v70 are quite different and i do not know is T720 work in Europe or not...
But v70 is tri-band for sure.
