Video error on A840 - GSM-Forum

I´m using Motorola Phone Tools 4.0, I can transfer images and mp3 to the mobile, but when I try to transfer a video ( 3gp or mpeg4 ), the program informs that this files is not compatible ( error 0x4F )

I discovered that the Operator blocked the video transfering.
I could enable by editing the seem, but I don´t know how.
