NEED SOME HELP GUYS!!!

I have a nokia 8310 and it wont let me call out but lets me receive calls and send sms.

I´v been told that i need to get a new imei number. How hard is it and does anyone know how to do it?

Must i buy a cable or can it be done by code...

in all dct4 models you have to change the oem ic from the phone and get a new one and write the new emmi by emmi writer
