U might try this setting :

Video Setting : XviD Encoder Bitrate 128kbps.
Audio Setting : Frequency : 32000 Hz with Bitrate 40 kbps.
Volume boost setting is depending your VCD sound quality, U have to adjust by yourself and test the sound B4 U convert.

These are the best settings I have tried it.

Any1 got their best setting please share with Us.

Monsyur,
Will this setting make the movie lagging? is it smoothness?

My option:
-Video: Choose XviD encoder with bit rate: 80 kbps
-Audio: Freq 16000Hz, bit rate: 16 kbps
It makes movie file size smaller but good quality picture.

For Me is OK.
If U afraid Lagging then just adjust the encoder bitrate down to the one U like.
Remember the low encoder bitrate will get U worst quality of picture. or maybe tried Vtlam 's setting.
