unlock sharp tm100

Hi,
Thinking of purchasing the tm100 and have been to a web site that says it can be done by sending a remote code after reading imei number,cost £19.99 is this possible or a rip of,if possible what is the software that can do this and is it freely available.

connect phone and press unlock
wait for phone to say XXXX then disconnect fone from soft and
press 1 on phone key pad
and will say manual diag mode
press 99
presss right top key
option 3 is diag reset
press 3 for
it will say yes or no you press yes
then press right top key
wait for say format ok
press right top key 3 times or more
untill phone is off
