i tested by e250 code working is ok but when we change the sim lock is again

please help !!! i've tried everything here ... all the codes and nothing happened on my e250....
any idea how to unlock it ???
the first step *2767*3855# does work and it does a full eeprom reset BUT after inserting the sim and entering *7465625*638*00000000*00000000#
nothing happens... when typing the code *#7465625# it does show my the Interrogate menu but all there is Inactive...
please help me unlock this sgh-e250
