cant unlock x495 either i use e700 cable and hit unlock it says power on phone and when i do it dont do anything and then says can not find phone

I think i should tell more clearly about it.
1. Run program: I142SGMIW_050928_1_SVC
2. Choose Model: X620 with ini file included
3. Use E700 serial cable.
4. Choose Unlock button, then Power On.
That's all
