For me in south africa...procedure is
1)switch on phone with any given sim....
2)if ask for"""phone lock code"""dail your emergency number...mine is 112
3)as the call is active.. Dial your reset code wich is *2767*3855#
4)your phone will auto switch off and restart without asking for phone lock enjoy]

one thing though....is that you must be quick to succeed becoz the phone auto lock keypad or touch WHILE THE PHONE CALL IS ACTIVE...so as soon as you hEAr the guy or girl talking :emergency help line.. Press the unlock button and access the keypad and dail the reSet code

ps;;;it will not work on """sim lock""" do not ask for that becoz you can only remove simlock "if asked by phone on start up" with given boxes like the famous z3x
