Hard level Security Detected - GSM-Forum

I try to change IMEI of Samsung C140 using Lucifer 1.02 and then with Lucifer 1.03. People say it is possible with this software but somehow I cannot succeed.I get the following message, not only me actually:
"detecting security level...
hard level security detected
operation failed"

Please, give any idea why this happens and what to do next

Use ust pro to unlock it.other version are impossible to unlock it with lucifer
