Confused with the 5.0.1.802 drivers...

Alright i found this place when i was looking for drivers for my kensington usb bluetooth adapter. Now i followed all the instructions (at least i think i have) that pertain to the installation of these drivers. After I install the drivers it doesn't give me any errors however when i go to view my serverices or add a device it says "No Local Bluetooth Device was detected". Yet the bluetooth system tray icon is white. Also in the hardware section of the advanced options it shows the device id of the product and everything. I even selected it as my "prefered device"

Device Status: This selected device is working properly
Manufacturer: Cambridge Silicon Radio
Firmware revision: Version 525
Deivce Address: 00:0C:76:45:FF:55
HCI Version: Bluetooth HCI 1.1
HCI Revision: 020D
LMP Version: Bluetooth LMP 1.1
LMP Sub Version: 020D

It will not search for nearby devices when you click "view devices in range" yet when i got to quick connect and choose filie transfer it searches for devices and finds what i want. Yet when It says it will add it to the "my bluetooth places" it does not and yet again gives me a "No Local Bluetooth Device was detected" thing. Also occurs in "add bluetooth device" as well. Pretty much My bluetooth places window all i get is "No Local Bluetooth Device was detected" for every option i select except when i go to view or modify configuration.

I also tried this on my IBM T43p and I get the same thing.
Does anyone know what is going on?
