e250i not charging. Voltage issue?


I have a Samsung E250i here.
It will not charge with the original charger, but it charges using usb cable (pcb220bbe) and usb mains plug.
I measured the voltage across the charging connectors on the handset and usb cable is supplying 2.8V
Original charger is supplying 1.6V
Is original charger faulty? or could it be fault/short on pcb?

Got E250i tracks is off how do i relay ires to get it charging again,the normal E250 i can do but this i got me in the dark.

Anyone help with this please?
I removed pcb and cleaned it etc.
Result is the same, but....

Original charger is supplying 5V @ 700mA
Usb charger supplying 5V @ 1000mA

I measured these immediately after the plug (socket end) but before connecting to handset.
Both chargers are supplying around 5V

Voltages at battery terminal is now-
original - 1.45V
usb - 2.99V

Is it possible that the original charger is faulty at the handset connector end?
Also what should the optimum voltage at the battery connector terminals be?
Should it be around 5V to match the output of the charger or 3.7V to match the output of the battery?
