Put some bag past flux on all ic
Then connect your mobile to power supplie
When pressing power button or without you will realise that the shorted ic will dry bag past flux that is used for soldering will melt faster than on other's ic
Then check resistors or capacitors if working around the shorted ic if they're not working replace Them
If they are working rehot them to make solder melt if your probleme didn't solve than rehot or replace the shorted ic....
