From where must to start power IC or cup or Emmc

this is when u press power key or without power key ?

secondly u recieve phone in same condition or this happen between working on pcb ?

is this phone water damaged or dropped or dead on charging ?

1 - when Press power the Phone take that V and I remove my finger the still that

No water damage
I recieve like this
