First, what is sets history, was it drop hard to surface? if yes
This is problem from either cpu or flash ic, i get many sets this problem, try rehoting from pcb under, note heat must be gentle(reduce pressure) cause componenets are glued, if u are lucky,that is if bga balls still intact you will get working set again.
