Samsung Galaxy SII i9100

Hi there, I'm new to the forum and I have read most of the posts on Samsung hardware here.
I was given a SII i9100 which is dead although power runs into the phone through USB / PC connection reading 1.92V on the battery terminal, I am suspicious of the battery condition as gets up around 2.60V and is rated for 3.70V it also gets fairly warm around the camera area??
At first I suspected water damage and dismantled the phone cleaning all the parts with Isopropyl.
Your opinions would be appreciated.
