no it is not 900 mghz mobile it is 1800 mghz

z520a is quadband, 850/1900 900/1800, no need to convert, see link:

it is cingular mobile but there is no signal in 900mhz sim

looks like harware need repair, maybe water (moisture, sweat) damage or it dropped hard on floor.
