Question how to perform "software update content refresh" ?


Hi, I downloaded SE troubleshoot guide from this site, but I don't understand this words -> "software update content refresh"
can someone pls teach me what is this ? Is this same to we flash a se phone using seTools ? Pls advice, thanks.
