it's a water damaged phone and i found out that tis ic is damaged, N2980, is this ic compatible with 7250i camera ic? it's 5 leg

Blinking LCD is cause /when memory card inserted/ cause bad filter /90%/ for memory IC or bad Memory Cardx /10%/.

Try to make this : remove BGA IC and make this jumper :
