if you unplug N 1800 with his short-circuit missing ...?
if not .... its working voltage is problematic
if yes .... replace new ic N1800 (this type is used in sony walkman wt19)
try to check the working voltage N1800 on C1804 = 10 uF

i think that the problem is th PA its self because when i remove it the short is gone
the problem is that i havent one so is there any jumper solution

PA is needed for gsm 900mhz/1800mhz band. By jumper it's work at full network, but in low network phone is useless.

jumper 1 to 11 for 1800mhz and 8 to 9 for 900mhz band.
