s700i not charging


i have s700i not charging because water damage i check battery ok .connecting charger ok.how can i do help me plz.

Arrow S700i Charge

Plug charger in and read voltage on batt pins. if over 4.0V then phone good but software prob doesnt show charging

Is it normal....my S700 has water damage, I cleaned it up, but when I plug a charger, the phone doesn`t react (not indicate) and output voltage was ~4.7V. Then I made the jumper shown at the picture in previous post and the phone starts to indicate when charger is plugged, but output voltage now is ~0.8V. So I removed the jumper and changed the crystal IC........the phone starts to indicate again without jumper now, but output voltage is ~0.8V, I check on Z600 too and the same resault(~0.8V output without any problems)?!?
