T28 don`t turn on. Short circuit. Resistance is between 0-155 Om. Where can it be?

Desoldering PA but problem not solved. Resistance is the same

Phone now is switching on but no network. I change N400, N351, N200. But still the same.
Now no short circuit. Can`t found where it be.
