nec 525 outgoing call problem

Hi there, I have purchased a nec 525 quad band phone for travel purposes. Initially it worked fine, but while in the UAE earlier this year it suddenly quit allowing all outgoing calls. In the settings menu, under security, under call restrictions, it has blocked out all outgoing calls seemingly by itself and when I try and enable outgoing calls it asks for a password, it rejects the default password of 0000, stating it is a invalid password, yet all of the other security features allow me to use this password! If anyone could be of help in this situation it would be greatly appreciated, is there is override password of some sort?
