Alcatel 5020t not asking unlock code

Dial *#*#3646633#*#*
Go to menu Telephony -> Simme lock

BUT the Menu "Simme lock" is grayed out.
On standby screen - phone says " Network Locked | Limited Service "

Any other way to insert the code ??
