Alcatel ot5023f unlock done but phone still locked

Hellow team, i have this phone on hand and when remove sim lock it say phone unlocked but after power on it asks for unlock code, otsmart reads unlock code but only 8 digits while phone asks 16 digits, after attempting too many entries of unlock code now no service even with the simcard that was previously locked to.. tried again direct unlock but same problem NO SERVICES..
