BlackBerry Bold 9930 (Verizon Wireless)

hi happy new year, i just received a BlackBerry Bold 9930 (Verizon Wireless), Technology GSM / CDMA / UMTS, that when i try to read the code it says: imei read failed
same with other tools
and even with mep reader, i already searched over the "internet" for the mep but calculated codes, code error.(haven't tried alt eace, to verify mep, will do it tomorrow)
but the phone is brand new, no proto, imei starts 004400..., pin is ok, already wiped, os wiped, os reload, and the same, but whats odd its that the phone works well but after y try to read code, it reboots like every 30 sec to 1 min, until a soft reset or a os download, it stops rebooting until i try to read again, now i tried 3 codes, 7 attempts remain, someone? please???????

ive seen that proto or engineer models come with that text at the back sticker,
but either, can i unlock it or not?
is there any way that you know?
