Does blackberry have new security to lock u out of mep area so code can't be entered?

After 10 incorrect tries...nothing "new".

when you try to enter code phone restarts and mep count is still 10 unchanged.

still no success with this model blackberry. it's BB8900 and when completely enter code phone restarts instead of saying accepted. any help please, will really be thankful.

Going to take a WILD guess and say this is a T-Mobile...right?
