what is that means?when I changed HUAWEI mate9 imei, Status appears:Cannot decrypt RSA data from phone.
how can i do?

Dont loose time trying other tools. This error comes because the rsa kchanged by the tool used before

Yes but you have to find out the new decryption key. depending on the size of the encryption it might take months to years to crack the new key.
Or try to downgrade without bricking the phone i have no idea how huawei bootloaders work though.
