Today I tryed to reprograme dongle with other pack and it gave me this error!!!

Socket Error # 10060
Connection timed out.
Sorry ;-( An Error occured !
Time needed - 00:00:22

Is this a problem with the server or with the dongle.
I hope it is a server down, but since its the first time I see this I would like that someone could tell me what it is in order for me to be aware of what it is when this happens.
I will wait a few hour to see if problem persists or not.
Please anyone tell me what this error message means
