missing packs help

I recently purchased the blackberry USB dongle with packs 4 and 6 yet my account only says pack 1 is active. Not sure what I did wrong but the pack are missing. I've done a firmware update and i get this error message Restricted PACK selection made. Review your active pack(s) ! any help or pointer in the right direction would be appreciated

Im having the same problem.

Only packs 1, 2, or 3 were selectable when activating, so I selected 1. Now I cant activate 4 and/or 6 in any way.
