i have this phone and have tried many times.the phone powers on immediately u touch the power buttom.so cant read codes from phone.thanks please help

2 possibilities for such issue.
1. wrong pinout or cable, VF150 should be same as OT-103, please double check.
2. maybe alcatel do some hardware protection on that phone PCB.
As I know, Alcatel will cut UART PIN to make external connection always failed. So no tool can connect it anymore. You can check it by some COM port monitor tool, there should be no TX or maybe RX data can be found in the trace log.
