BEcause you must not have any sim inside/or have one accepted, phone must not have phone code enabled or other crap.

Unlock with Furious, after put a invalid SIM card, the phone say SIM Locked, so go to emergency call and put *983*258#, now put 00000000 and done.

Even if counter is blocked you can unlock. Read codes. Factory reset using *983*57#. Read codes again and enter using *983*258#
