Write IMEI . Always operation failed - GSM-Forum

I have a TE365, which was stuck on the logo. I flashed TE365 file and phone was OK but locked. the code freezes the phone at the logo.

I flashed with KS360 flash file.
When I try to write IMEI it always results in operation failed. Enable write IMEI was done

Connect phone to cable-phone must be ON, if phone can't be powered connect it OFF and press Power ON and keep it pressed until
bootloader will start ... OK

Please advise how to solve
