flashed sucessfully c3212 with C3212JVIH3_M+S and csc,but problem is i want to install turkish language , when i enter in setting not have menu to change kanguage why? and in wich flash file have turkish language?

The CSC file that you flashed is incorrect. that's why you cant see the complete menu on the phone.
