Are you sure that phone is locked but not have hardware problems ?
We need to get so detailed problem description as possible

i tried other sim with pin code enabled, upon power on it asked for pincode then i enter after accepting pincode INSERT SIM appears.

i also tried TEST CARD still INSERT SIM appears but if you put its original sim it accept and works perfect.

What network your phone is locked ? I mean network name and MCC/MNC.
