Are you sure your phone is Network Locked?? maybe it is phone locked.
If it have been Locked to network (sp-unlock), in your case first Do reset Settings and write eeprom ( same Backup eeprom ) and then retry for Sp-unlock.

sp lock or phone lock ???
i have faced same problem to unlock an e61 , it cant unlock just give error , then i have flashed it and then do spunlock again and success ...
so u may try with this way ...
and if it appeat phone lock then ( u may know) just do reset only
