hi advice on n83 china model please

hi i have this nokia n83 china model twin sim very nice fone in shop today as bloke cant get a signal it says invalid sim no matter what sim is in
i have googled and searched forums for answers and am just getting more confused
the imei in fone *#06# is 135 blah blah the sticker on the back is 35 blah blah so i assume its needing the imei re done
hence th econfusion coming up

1 is it rite it just needs imei re done
2 is it legal for me to do this as were a high street shop dont want to break laws
3 does infinity a box i dont own at present suport this fone nokia n83 chinese version if yes and it will fix this problem then i will get infinuity box and several of these fones as there really nice fones from what ive see of this one i have here.

also the imei when checked says it belongs to an nec 22i is thi srite then if it is it cant be legal to rite it to the fone and surely the seller of the fone is responcible for the refund or replacement of this dodgy fone?
