Make FactoryReset or reflash FW.
Power on phone, wait for boot. When device show Language Select screen - power it off, select factory mode, enabled adb, reboot and reset FRP.
Reboot phone one more time. What a result?

Is possible add for motorola the problem flight mode for motorola? in the market much phones motorola with this problem.

This issue on this devices have radio off and not signal always at send call warns that remove flight mode.

I make factory reset . but result is same. then i put this cmd command (adb shell content insert --uri content://settings/secure --bind name:s:user_setup_complete --bind value:s:1). now problem solved.

Then it mean you had ADB running during work with AST.
Will enable checking for running adb to avoid issues.

Add Some More Features (Basic)

Like Fix Bootloader Unlock Warning....
Enable Diag.
Read Token/Send Unlock BL Code /Relock BL...
Reboot To Various Mode (ADB/Bootloader) ...
Flash File Verify Before Flash (If Not Enabled) To Avoid Downgrade.
Repair Security...

Step By Step As I Know New Module Project In Initial Stage....
