The following Panasonic VS7 after unlock is still locked, and code 52824** don´t work, any idea please.

You must follow this instruction after unlock, it's VERY important !

1. insert ANY sim-card into phone
2. switch-on phone
3. switch-off phone
4. switch-on phone, press 52824**
5. enter unlock code
6. switch-off phone

Are you sure that phone is really locked but not damaged ?
In some cases (f.e. water damage or other HW problem) that phones looks like locked, but actually it's a HW problem (HWID can not be read well).

yes I´m sure that is locked, message "Invalid SIM" with all sim, and work fine with the test card.

Try With Valid Sim Card Tape 52824** Then 746 Mene Menu. Or 746 Menu Menu.

There is no any tool that can unlock your phone.
Let me repeat: I think that your phone is not locked but it has a problems with security area (and probably with Hardware ID).
Actually I never have seen this problem for VS7 phone exactly, but it was a lot of such problems (water, hardware) with phones with similar security type.
