micXon S-600 dual Sim GSM restart

can't format ffs and read eeprom/full flash

are you sure that you need to format MCU_b ?
what problem with phone?

format MCU_b ??? ??

if phone restarts- for sure you must start from MCU_a, not MCU_b.
