I have three brand new nktel sets with the fault of when i make call set restart i flashed it with accurate firmware but problem is same. please help urgent

what is SOS call number in your country? how can it be "bussy"?

read it firmware then change it mt-6225 ic and flash it same firmware who was you read before changing ic. ok
i repair many phone in same fault. this is 100% tested solution.
