Pantech PG C300 cingular imei start with 01--------- and support only 1800band try to put orignal sim and cheak giving network or not or try to put 1800mhz band provider

or try these code for reset and cheak *01763*737381#

Your phone is for American market (850/1900) so it may be that you need to change phone hardware to work with other band (900/1800).
