i ve flash fon with flashfile on de support site is ok now,when i put sim give me this ....................de fon was locked by(software error 23)

Is it possible to make 112/emergency call without sim card ?

yes is possible to make emergency call.......de problem is when i put sim inside then it comes(software error 23)................how can i solve this
