Preloader mode versus BootROM mode

Can anyone explain the differences between Preloader mode and BootROM mode? When to use each of them?
Thanks

In common cases SW show hints about recomended mode.
Enough follow them to connect device.
Depend on active security level device may require additional files/ways to init flash mode.

BOOTROM mode ignore preloader and uses chip-based security settings, and PRELOADER mode may have own settings, which can be more complex or less.

That is in very simple words.
