Is there anyway to read phonebook from a non working phone?

Hello. If about MTK - BEST can readout PhoneBook from Nokia MTK FP phones in any condition.

If about CM2 - I not plan add Forensic Solutions for SP platform - PhoneBook Recovery , Photos and e.t.c. But it exists. Some of try :

Just because I spent much time and don't want put it yet.

FP ( feature phones ) - maybe, will be. It ready from a long time ago.
Even for Secured Phones - Nokia, Alcatel FP and e.t.c. Planning add in CM2 only non-secured phones.

I saw that you could extract phonebook but that was a test version or what?
1.18 was the version, right?

It will appear and work only, if license present in CM2MTK folder. Otherwise - not. I not plann add it.

I not want see UserData extraction at bottle of beer price. Skilled peoples, who spend much time in google, forums and e.t.c. - can do that by themself after some big expirience and take from that not bad money.

No, BEST license made for BEST. CM2 uses own format license for allow some hidden/special operations.
