If you read file from working phone and write to this one without result -
Try erase phone first, then reflash.

If still same - that can mean HW problem.

If you try read FW from hang phone, where is NOT help "Format FS" with "0" setting, and you try write it back - then you waste time. In 90% cases it not enough. Need working FW from alive phone.
